Ryko Softgloss code 40

I have a problem my tec and myself can not figure out.
I have a code 40 (emergency shut off) and the emergency rinse alarm is on.
Has anyone had anything like this we went though all the wiring and everything looks good. We disconnected the emergency stop button from the plc but it still will not move (just takes the code off ). I am at a lost and so is my tec at this point and direction would be great
