IBAs in Southern California

I am new to the car wash business as I am currently considering investing in an IBA. However, there are virtually no IBAs in Southern California; most of the car washes are tunnel washes or detailing shops.
Is there something that I am missing? Why would IBAs be so popular in the east, but not in So Cal?
