Percentage of water recycling

I am selling a car wash in Florida. It was foreclosed on by a private equity firm. I have obtained the water use from 2007 till the asset was taken out of service almost a year ago. The water use bounces with the seasonal SWFL business flows from 20,000 gallons to 45,000 gallons. It had a one month spike of 65K. Could that spike have been from the recycle system going down. It has a Con Serv water recovery system with an ozone system as well http://www.waterrecoverysystems.com/uploads/06_FS_Ozone_2010.pdf

anybody have any feedback on this system and its practical use and production?

In the absence of cooresponding car counts, chemical use, etc., I don't see how it would be possible to explain the root cause for the spike in fresh water consumption, remotely. Generally speaking, in Florida, you would find most washes with a reclaim system re-use about 50% to 70% of the waste water recovered.
